I still remember the first time I bit into a piece of salt bread shio pan at a tiny Japanese bakery downtown. That crispy, golden bottom gave way to the softest, most buttery bread I'd ever tasted. I literally stood there in the middle of the shop with my eyes closed. Emily tugged on my sleeve and said, "Mom, you're being weird again."

She was right. But honestly? That bread deserved a moment.

Ingredients for Homemade Shio Pan

For the dough:

  • 2 ½ cups (325g) bread flour
  • ¼ cup (30g) cake flour (this is what makes the inside extra soft)
  • 3 tablespoon granulated sugar
  • 1 teaspoon sea salt
  • 2 ¼ teaspoon (1 packet) instant yeast
  • 2 tablespoon milk powder
  • 1 large egg, room temperature
  • ½ cup (120ml) warm whole milk (about 110°F)
  • ¼ cup (60ml) warm water
  • 2 tablespoon unsalted butter, softened (for the dough)
  • 1 tablespoon coconut oil (or vegetable oil)

For the butter filling:

  • 6 tablespoon cold salted butter, cut into 12 small sticks (about 2 inches long each)

For the topping:

  • 1 egg yolk + 1 tablespoon milk (egg wash)
  • Flaky sea salt for sprinkling

How to Make Shio Pan at Home

Mix and Knead the Dough

  1. In a large bowl, whisk together the bread flour, cake flour, sugar, salt, instant yeast, and milk powder.
  2. Add the egg, warm milk, and warm water. Stir until a shaggy dough forms.
  3. Turn the dough out onto a lightly floured surface and knead for about 8-10 minutes. You want it smooth and slightly tacky but not sticky.
  4. Add the softened butter and coconut oil during the last 3 minutes of kneading. It'll feel slippery at first (I panicked my first time — don't worry, it comes together!). Keep going until the butter is fully worked in.

First Rise

  1. Shape the dough into a ball and place it in a lightly oiled bowl. Cover with plastic wrap and let it rise in a warm spot for about 60-90 minutes, or until doubled in size.
  2. I usually set mine near the oven while it preheats for something else. Works like a charm.

Shape the Salt Bread Rolls

  1. Once risen, gently deflate the dough and divide it into 12 equal pieces (about 45g each if you want to be precise — I weigh mine because I learned the hard way that uneven rolls bake unevenly).
  2. Roll each piece into a teardrop shape, about 8 inches long, with one pointed end and one rounded end.
  3. Place a cold salted butter stick at the wide end of each triangle. Roll it up toward the pointed end, tucking the tip underneath.
  4. Place the shaped rolls on a parchment-lined baking sheet, point-side down, spacing them about 2 inches apart.

Second Rise and Bake

  1. Cover loosely with plastic wrap and let them rise for another 30-40 minutes. They should look puffy but not quite doubled.
  2. Preheat your oven to 375°F (190°C) during the last 10 minutes of rising.
  3. Brush each roll with the egg wash and sprinkle flaky sea salt on top. Don't skip the flaky salt — it's what makes these Japanese butter rolls special.
  4. Bake for 14-16 minutes until the tops are golden brown and the bottoms are crispy. The butter will have melted inside, creating that beautiful butter pocket.
  5. Let them cool on the pan for 5 minutes before serving. (Good luck waiting that long though. Emily and I usually burn our tongues because we can't resist.)

Storage and Reheating

These salt bread rolls are honestly best eaten fresh and warm. That crispy bottom and melty butter pocket hit different right out of the oven.

But if you have leftovers (rare in our house), store them in an airtight bag at room temperature for up to one day.

For longer storage, freeze them in a zip-top bag for up to one month.

To reheat, pop them in a toaster oven at 356°F (180°C) for 3-4 minutes. This brings back the crispiness way better than a microwave would. Trust me — I tried the microwave once and got sad, chewy bread. Never again.

Tips and Variations for Your Shio Pan Recipe

  • Want an even crispier bottom? Bake directly on a dark, non-stick baking tray without parchment paper. Lightly grease with butter first. Game changer.
  • No cake flour? You can use all bread flour, but add about 1 tablespoon of cornstarch to soften the crumb. Or use all-purpose flour for both — you'll just need about 5 extra minutes of kneading to build enough gluten.
  • Don't skip the cold butter for the filling. If your butter is too soft, it melts out during baking instead of creating that pocket. I stick mine in the freezer for 10 minutes before shaping.
  • Can you add flavors? Absolutely. I've made these with a tiny bit of garlic butter inside, and Emily begged me to make them every week. A sprinkle of everything bagel seasoning on top instead of just salt is also really good.

Semi-hard Crust Dough
  • 170 g bread flour 12.7% protein
  • 55 g cake flour 10% protein
  • 3.4 g instant dry yeast
  • 14 g sugar
  • 4.5 g salt
  • 16 g unsalted butter or refined coconut oil room temperature
  • 14 g skim milk powder
  • 158-166 ml water
Semi-hard Egg Inclusion Dough
  • 138 g bread flour 12.7% protein
  • 94 g cake flour 10% protein
  • 4.5 g salt
  • 3.4 g instant dry yeast
  • 16 g sugar
  • 12 g skim milk powder
  • 16 g unsalted butter or refined coconut oil room temperature
  • 28 g whole beaten egg
  • 145 ml water
Other Ingredients
  • 6 butter blocks 10-14 grams each (14-20% of the dough)

Method
 

  1. Add bread flour, cake flour, and water. Mix on low (speed 2-3) for 3 minutes until a rough dough forms. Cover and rest 15 minutes (autolyse).
  2. Add milk powder, sugar, salt, yeast, and egg (if making egg-based dough). Mix on low for 5 minutes.
  3. Add butter or coconut oil. Mix on low for 2 minutes, then medium (speed 3-4) for 2-3 minutes until smooth. Cover and rest 15-25 minutes.
  4. Mix again on medium (speed 4) for 2-3 minutes until dough no longer sticks to bowl sides. Shape into a ball and place in a bowl.
  1. Cup your hands around the dough and gently pull it toward you to create surface tension, rotating as you go, until the dough forms a smooth, tight ball. Place the dough into a bowl and cover.
  2. Let dough rise for 80-100 minutes at 28-30°C (82-86°F), or until doubled in size. Ideal dough temperature is approximately 25°C (77°F).
  1. Use 10-14 g butter per piece of dough. Cut butter into about 2 cm x 4 cm for round salt bread and 1 cm x 6 cm for long or crescent shaped salt bread. Keep in freezer after preparing.
  1. Lightly dust the surface of the dough. Use a flexible bench scraper to remove the dough. Punch dough down and transfer to work surface. Lightly dust the dough again.
  2. Like cutting a pizza, divide into 6 triangular pieces (approximately 70 g each). Cut off small bits to make them even and place the scraps in the middle of the triangle.
  3. For each piece, pinch opposite ends together to form a thin icicle shape. Roll gently to elongate slightly to about 15 cm if needed. Place seam side down. Cover and rest 15 minutes.
  4. Take the first piece rough side up. If the dough is sticky, very lightly dust with flour. Flatten it gently with the base of your hands. Roll the dough into a long icicle shape, rolling firmly to remove built up gas. Press out any air bubbles along the edges with the base of your palm.
  5. Start at about ⅓ of the way down, holding the base and rolling upwards. Then from the same spot, lift the tail and roll downwards until desired length. For round, thicker rolls: shorter base (4-5 cm), 40-50 cm length. For longer crescent shapes: longer base (10-12 cm), 25-35 cm length.
  1. Place a butter block at the base of the dough and fold the top edge over it, rolling down. The roll should be snug but not too tight or loose. Every so often, lift the roll slightly and pull back gently to create light tension.
  2. Press the very end tip into the dough gently. Place dough onto a dark coloured baking tray, tail side down. Keep covered and repeat with remaining dough.
  1. Let dough rise for 55-65 minutes at 30-33°C (86-91°F) or until doubled in size and looks airy and puffy. To test, poke gently. It should spring back slowly, leaving a faint indent. When moving the pan it should jiggle.
  2. Preheat the oven 20-30 minutes before you expect the proof to finish to the highest temperature (232°C/450°F).
  1. Remove the cover and lightly spray with water and sprinkle with salt from one edge to the other.
  1. Spray dough 10 times right before baking. Avoid over spraying as it can make the crust tough.
  2. Once salt bread is in the oven, quickly spray 15 times into the walls of the oven and close the door immediately. Bake for 3 minutes.
  3. For convection oven: Reduce heat to 190-200°C (374-392°F) and bake for 12 minutes or until deeply golden on both sides. For conventional oven: Reduce heat to 200-210°C (392-400°F) and bake for 12 minutes.
  4. Rotate the baking pan during the last 5-6 minutes of baking for even browning. Keep an eye on them, especially the last 5 minutes and adjust oven temperature as needed.
  1. Remove from oven and brush the leaked butter on tops of the salt bread. Serve fresh and enjoy!

Notes

Bread flour and cake flour can be substituted with all purpose flour with an appropriate protein content but may take an additional 5 minutes of kneading at the end for enough elasticity and gluten to form.
To substitute milk powder, use 178 ml of 2% milk for semi hard crust version and 138 ml 2% milk for soft crust version.
Adjust the water temperature according to your environment using the water temperature calculator.
You can skip the autolyse, but it is highly recommended as it develops gluten more efficiently and smoothly, with less kneading and less wear on your mixer.
Every oven behaves a little differently, so baking times and temperatures may need adjusting. Across 4 different ovens tested, temperatures between 190-210°C (375-410°F) worked best.
Baking directly on a dark tray will get you the crunchiest fried bottom but you must use a non-stick pan. Rub a thin coat of butter on the pan for insurance.
